Chapter One: Introduction

1.1 Background of the Study
Political party competition plays a central role in shaping local governance by ensuring accountability, improving leadership, and promoting effective service delivery. In Jos North LGA, Plateau State, the intense competition between political parties has influenced the way local governments address the needs of their communities (Hassan & Zaki, 2023). Party competition in Jos North is often marked by ideological differences, policy debates, and attempts to outdo one another in terms of social development and infrastructural improvement. This study aims to assess how political party competition affects local governance, focusing on service delivery, political stability, and the role of opposition parties in promoting democratic governance.

1.2 Statement of the Problem
The level of political party competition in Jos North LGA has raised concerns about its effects on local governance, particularly in terms of ensuring effective leadership and public service delivery (Jibril & Sulaimon, 2024). While competition may encourage parties to deliver on their promises, it can also result in negative outcomes such as political polarization, inefficiency, and the prioritization of partisan interests over community welfare. This study seeks to examine the extent to which political party competition impacts local governance in Jos North LGA, focusing on both positive and negative effects.

1.6 Significance of the Study

The findings will be useful for policymakers, political leaders, and civil society organizations working to improve governance and public service delivery in local governments.

1.7 Scope and Limitations of the Study
The study will focus on Jos North LGA in Plateau State, exploring the effects of political party competition on local governance. It will involve surveys, interviews, and analysis of local government performance data. The study does not extend to other LGAs in Plateau State or Nigeria. A limitation of the study is the challenge of obtaining unbiased data from political party representatives, given their vested interests in portraying their parties positively.

1.8 Operational Definition of Terms

  • Political Party Competition: The rivalry between political parties to gain political power and influence through elections.

  • Local Governance: The management and administration of local government affairs, including service delivery, infrastructure development, and policy implementation.

  • Opposition Parties: Political parties that are not in power but play a crucial role in providing checks and balances on the ruling party.
